The big change in Scotus' majority decision in *Milligan II* v *Milligan I* ? The latter clearly stated the racial discriminatory INTENT of the Alabama legislature in its redistricting plan removing a Black-majority seat, while the former now overrules *M I* by stating that the district courts "erred" in NOT "respecting" "good-faith" efforts by AL to recreate the old, race-based redistricting plan.
Oh, I see...or, do I? What happened to *Purcell*, btw, when the AL governor scrapped an on-going election in order to restart under *Milligan II* AFTER totally undoing 600,000 Alabamians' voting precincts AFTER they've already cast or in the process of voting?
