If we get a big enough tsunami, perhaps Congress can just eliminate the Dept of Justice and create a totally new department and thus everyone current will be fired. If trump tries to veto this, then Congress can simply start impeaching everyone in the department--and DHS too-- and dragging out all the dirty linen.
