They and their peers have been failing and harming the nation for decades. This won’t make any difference that matters.

If based in fact, this aspect of Dr Ladapo's history resonates with personal observations (though I'm a retired clinical psychologist they are nonetheless anecdotal) of survivors of CSA with needle phobias being also full-blown anti-vaxxers.
It's possible that the puncturing of the body by the needle symbolises sexual violation (if not rape) for certain victims, triggering traumatic memories of a powerless and terrifying situation of violence against the self with no redress especially where threats to others may also be present.
That this medically qualified adult survivor might also free-associate an experience of utter powerlessness to slavery is not beyond the logic of cognitive features of sexual abuse trauma, just as the compensations of power may prove grist for evangelising tendencies that spring from a trauma-related compulsion to protect the whole world from institutionalised oppression.
Unconscious or otherwise, acting out is not healing, however.
If one considers the familial/social/medical context of administration of vaccines to occasionally terrified and protesting infants/children needing reassurance and comfort by parents and caregivers, the 'needle hypothesis' is not altogether far-fetched and - given its potential to explain such idées fixes - might bear closer investigation, given the dangers of promoting chronically traumatised and deluded professionals into powerful positions of responsibility for the health of millions of Americans.
