It looks like states will have to step in to enforce Civil Rights laws. They of course can have their own, so long as they are not weaker than the federal laws. I'm guessing that some states won't bother.
In the 2d volume of his award-winning THE ROAD TO DISUNION, historian William Freehling makes the case that one reason for the very speedy secession of the Deep South states even before Lincoln's Inauguration, had to do with power of the Post Office - Southerners were outraged that with an enemy of Slavery in the White House, that the federal government had a presence - a disruptive enemy presence - in every village, town or locale in the South and it was necessary to physically remove that presence.
I haven't seen it mentioned anywhere yet, but I'm wondering if this idea still applies - that a reason for the mass shuttering of thousands of federal programs has something to do with the actual physical removal of much of the physical federal presence in the States - particularly the Red States.

If the El Salvadorian dictator doesn't want to send Abrego Garcia back and that is the "end of the story", then I hope the federal judge says that the "contract" to send immigrants to El Salvador is illegal under that ground alone, not even considering any other grounds, and declares it illegal "ab initio" (e.g. from the start) and orders Trump to TELL El Salvador (not ask) that all of the immigrants need to be returned to the U.S. immediately and the contract is rendered null and void.
