President Obama's Clean Power Plan was challenged in court, stayed by the United States Supreme Court, and never went into effect. President Trump's first-term greenhouse gas regulations for power plants were challenged in court and never went into effect. President Biden's greenhouse gas regulations for power plants were challenged in court and never went into effect.
