Republicans would not hesitate to do anything they want to and would never claim they have "minimal" power if they held the presidency and the senate. Power is not constrained by laws or documents or judges. Its only constraint is will. It's so aggravating hearing Democrats pile up excuses as to why they can't act. Just act and let the chips fall where they may fer chrissakes...
