The most infuriating and dumbfounding aspect of this new "power dynamic" as you put it is the abject failure of Congress - i.e., the GOP majority - to push back hard on institutional grounds, upon Art. I powers clearly ascribed to Congress, and not so readily concede the argument to the Musk/tRump imperative: Impoundment, subject to further"negotiations".
